Yes, some babies are born deaf and then gain their hearing. Medically speaking, it is very rare, and I would not go as far to say it is normal, because the overwhelming majority are born with normally functioning hearing. A doctor will say what needs to be said, even if the point is sugar coated to cover up bad thoughts from new parents who would otherwise freak out. A minority (your nephew) doesn’t mean all other babies are born deaf.
You cannot be right when your statement is wholly incorrect. Babies are not deaf at birth. What you may be thinking of is the Eustachian Tube is generally not fully open at birth which increases the chance of pain during pressure changes. Beyond that, the ear functions normally straight out of the mother.

Be that as it may, babies cannot hear anything on the day they are born.
If not, then explain to me why my nephew, when he was born, couldn’t hear anything, and my sister’s doctor told her that that was normal.
